HOA Camera Policy

1. Purpose

The purpose of this policy is to establish guidelines for the use and management of security cameras within the Queens Bay Homeowners Association (HOA) premises to ensure the safety and security of residents and property.

2. Scope

This policy applies to all security cameras installed and operated within common areas of the Queens Bay HOA premises.

3. Camera Operation

  • Recording: Security cameras installed within common areas of the Queens Bay HOA premises operate 24/7 and record video footage only. No audio recording is conducted, except for body-worn cameras.
  • Location: Cameras are strategically placed in common areas to monitor and enhance the security of the premises.
  • Access: Live and archived video footage may be monitored by the HOA Manager and members of the Board of Directors at random intervals for security and safety purposes.
  • Retention: Recorded video footage is retained for 90 days from the recording date. After this period, the footage may be deleted unless the HOA is notified of the footage as being required for ongoing investigations or legal purposes.
  • Ownership: All recorded video footage is considered private property of the Queens Bay HOA.
  • Facial and License Plate Recognition: Our camera system includes facial recognition capability. This feature will identify trespassed or wanted subjects on our property and notify the HOA as needed for legal action.
  • Body-Worn Cameras: Staff may use a recording device, including but not limited to wearing body-worn cameras. These cameras will record audio in conjunction with video and are the private property of the individual recording. These recordings are only backed up an the event of any issues deemed necessary.

4. Maintenance and Testing

  • Regular Checks: The Queens Bay HOA is committed to maintaining the operational integrity of its security camera system. To this end, routine checks and inspections are conducted to ensure that all cameras are functioning properly.
  • Automated Monitoring: Our security software is programmed to automatically check the status of cameras every 30 seconds. In the event of a camera failure or malfunction, the system alerts the HOA Manager immediately for prompt resolution.
  • Server Maintenance: Additionally, regular checks are performed on the servers hosting the recorded footage to ensure they are operating efficiently and securely.
  • Technical Support Agreement: The Queens Bay HOA has entered into an agreement with our security camera software provider, which includes provisions for free replacement of any cameras or servers that may malfunction. This proactive approach often allows for the identification and replacement of faulty equipment before it causes disruptions to our surveillance capabilities.
  • Prompt Resolution: Any technical issues identified during maintenance checks are addressed promptly by authorized personnel to minimize downtime and maintain the effectiveness of our security infrastructure.

5. Privacy

  • Public Notice: Residents and visitors are informed that security cameras are in operation within common areas of the Queens Bay HOA premises through visible signage.
  • Confidentiality: Access to recorded video footage is restricted to authorized personnel only and is used solely for security and safety purposes.

6. Law Enforcement Cooperation

  • Prosecution of Crimes: The Queens Bay HOA will fully cooperate with law enforcement agencies to aid in the investigation and prosecution of any crimes committed on HOA property. This includes providing access to recorded video footage upon request.
  • Subpoenas: Recorded video footage may be obtained by condo owners through subpoena.

7. Reporting

  • Suspected Crimes: Residents and visitors are encouraged to report any suspected crimes or security concerns to the HOA immediately. Prompt reporting enables the HOA to retain relevant video footage as supporting evidence. The HOA can be contacted at (928) 842-8877.

8. Policy Review

This camera policy will be reviewed periodically by the HOA Board of Directors to ensure its effectiveness and compliance with applicable laws and regulations.

9. Compliance

All residents, visitors, and personnel within the Queens Bay HOA premises are expected to comply with this camera policy.
